One of the earliest mermaid legends, 1000BC in Assyria, the goddess Atargatis jumped into a lake and took the form of a fish after accidentally hurting a human shepherd that she loved. The gods wouldn’t allow her to remove all of her beauty and made her keep her top-half and her bottom-half became a fish.
